R -- 1998 GET-OUT-THE-VOTE CAMPAIGN POC Harry W. Shatto, Jr. (703) 614-4579 The Defense Supply Service-Washington intends to award a single source contract (IAW FAR 6.302-1, Only One Responsible Source) to The Ad Council, Inc., 261 Madison Avenue, New York, NY 10016 to update and redistribute multimedia campaign materials produced in 1992 and 1996 for use in the "1998 Get-Out-the- Vote Campaign". Materials will be distributed to radio/TV, print media outlets nationwide and on the Internet via the World Wide Web. Materials will also be distributed to DoD sources. Distribution will provide broadcast air-time, newspaper space, outdoor poster and Internet advertising positions, donated by the media. Monitoring on the utilization of these materials by the media will be formally reported. During the period from when the contract is signed through November 3, 1998, The Ad Council will update the packaging and contents of the '92 and '96 campaign materials as necessary and redistribute as follows: 1) The :30 second and :25/05 second localizable version of the '92 "Flag" television spot will be disseminated to 1,535 television stations and networks, including cable; 2) The :30 second no-tag and :30 second with localized tag version of the "92 "Flag" radio spot will be distributed to 7,140 radio stations and all broadcast networks; 3) Master copies of TV and radio broadcast materials will be distributed to Armed Forces Radio and Television Service for internal DoD distribution; 4) Mechanicals for daily and weekly print media ads will be distributed to include 8070 dailies and weeklies and American Forces Press Service; 5) The '96 "Quote" out-of-home poster will be distributed to 500 OOH poster companies, including bus shelters; 6) The "Flag" spot will be reformatted as needed for use on the World Wide Web; and 7) TV, radio and print distribution will consist of three waves of materials for broadcast media with the first wave to be distributed to media outlets in states with May and June primaries; the second wave to be distributed to media outlets in states with August and September primaries; and the third wave to be distributed to media outlets nationwide by September 1, 1998 to target the general election of November 3, 1998. Out-of-home poster distribution will take place in two waves, with the second wave distributed nationwide no later than September 1, 1998. This effort is a follow-on to work performed by The Ad Council, Inc. under Contract No. MDA903-95-C-0159. Period of performance will not exceed one (1) year.
