The US Department of Energy, Albuquerque Operations Office (AL), intends to issue a Request for Proposal (RFP) for the acquisition of a support service contractor for administrative and technical support for the Safeguard and Security programs administered by the Safeguards and Security Division. The contractor provide technical and administrative support in the following areas; (1)Program management to included program planning and administration, personnel development and training, facility clearance and registration of activities, foreign ownership, control or influence, unclassified visits and assignments by foreign nationals, security plans, security education briefings and awareness, surveys and self-assessments, resolution of findings, incident reporting and management; (2) Protection Program Operations including physical security systems, security systems (e.g. intrusion detection, radiometric detection, and metal detection systems), protective force, badging, control of classified visits, and development and conduct of system performance testing; (3) Information Security consisting of Classified matter protection and control, special assess programs and intelligence information, classified automated information systems security, unclassified automated information systems security, technical surveillance countermeasures, operations security, protected transmission systems, communication security; (4) Personnel Security including personnel clearance and personnel security assurance programs. It is anticipated that the contract type will be 10% Firm Fixed Price and 90% Time and Material.. The contract will be for a one year base period with four-one year options.
