Charleston intends to issue a Request for Proposals (RFP) for systems
engineering, technical and logistics support of various Department of
Defense C4I systems. The types of support tasks required under this
contract include the following: Systems Engineering; Software
Development; Security Engineering; Test and Evaluation; Installation
Maintenance and Site Support; Configuration Management Support; Quality
Assurance (QA) Support; Logistic Support; Material Control; Training
Support; and Program Management. This procurement requires knowledge,
understanding and experience with the following areas, systems,
subsystems program and architecture which include but are not limited
to: Tactical Support Center (TSC); TCOMM (TSC Communications Module);
AUTODIN, LDMX, RIXT, DDN, NIPRNET, SIPRNET, DMS Interface;
Antisubmarine Warfare System (ASWS); Operations Support System/Own
Ship's Speed (OSS); Global Command & Control System/Common Operating
Environment (GCCS COE); Circuit Exchange Terminal and Interface Remote
Modules; SATCOM-OTCIXS/TACIXS A, TADIXS B, Voice; LINK-11 (HR-UHF),
LINK-16 (UHF); Satellite Communications Transceivers (AN/URC-110,
AN/WSC-3, VICS, etc.); RF Propagation and Analysis; Videoteleconference
(VTC) Technology; LAN, MAN and WAN Technology; DAMA and MiniDAMA;
UHF/SHF/EHF SATCOM; US Message Processing, Protocol and Communications
(JANAP 128, DOI-103, ACP-127, ACP-126M); JMCIS 98; DCCS (formerly
NAVMACS II); MOCC; COMSEC Devices (KG-40,KG-58, ANDVT, KW-7; KY-65,
KG-84A/C, Indicator or other Embedded COMSEC requirement) and
Applications; Spread Spectrum Communications Technology; TCP/IP,
Ethernet, Routers; Mobile Ashore Support Terminal (MAST); Tactical
Combat Operations (TCO); Mobile Integrated Command Facility (MICFAC);
AN/SXQ-8 SCCTV; NTCS-A IVS; P3/S-3 Aircraft Interface; OSIS Baseline
Upgrade/Operational Effectiveness Demonstration (OBU/OED); Unit
Operating Command (UOC); Common Air Command and Control Systems
(CAC2S); and Naval Satellite Control Station (NSCS) Interface
Unit(NIU). The contractor is required to maintain a facility within the
Lexington Park, MD and Charleston, SC areas. This is an unrestricted
procurement under the SIC Code 8711 and FSC R425. An indefinite
delivery, indefinite quantity type contract with cost-plus-fixed-fee
task orders is anticipated. The period of performance will be for a
12-month base period and four one-year options. The Government
estimates a potential level of effort of 1,166,200 labor hours (816,340
Domestic; 349,860 Foreign Military Sales) over a 60 month period. Award
will be made to the offeror who provides the overall best value to the
Government. The evaluation factors include Level of Confidence Data
(Past Performance and Experience); Other Factors Proposal (Program
Understanding/Technical Approach; Personnel Qualifications; and Program
Management Plan); and Cost. The required Key Personnel and number of
personnel resumes required is: Program Manager (1); Lead Project
Engineer (3), Senior Computer Scientist (2); Senior Electronics
Engineer (3); Communications Engineer (3); System Engineer (3);
Engineer (2); Senior Project Analyst (3); Project Analyst (2); Project
Communications Analyst (2); Senior Systems Analyst (2); Systems
Analyst (2); Senior Computer Programmer (2); Computer Programmer II
(2); Electronics Technician III (2); and Senior Logistics Technician
(2). This is a follow-on effort to contract N00140-93-D-BE84 with
TRACOR Applied Sciences. The Government reserves the right to make
multiple awards if it is determined to be in the best interest of the
Government. All responsible sources may submit a proposal which shall
be considered by the agency in response to this solicitation. Copies of
this solicitation are anticipated to be available in May 1998 on the
