The RFP contains a Satement of Objectives to provide information and detail for Northrop to sturcture a sound program, designed to be executable and satify government objectives. The contractor must develop the Statement of Work (SOW), the Contract Work Breakdown structure (CWBS), Integrated Master Plan (IMP), and other documents supporting and defining the contractors proposed effort for completion by 14 May 1999. The Government does not have complete and adequate data, special materials, facilities, tooling, or test equipment which may be required in the performance of the contract. Justification not to compete this proposed contract was based in part upon responses to sources sought synopsis F42610-97-R-BBBBC dated 31 Oct 96. The Statement of Objectives (SOO) and other related Reprocurement Documentation will be included in the RFP. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition.
