R -- LOGISTICAL SUPPORT AND INSTALLATION OF MEDICAL EQUIPMENT, INTERNATIONAL MEDICAL CENTER, CAIRO, EGYPT SOL DACA78-98-R-0022 DUE 060498 POC Contract Specialist Lynne Taylor (540) 665-3690 (Site Code DACA78) This announcement is for the purpose of soliciting names of United States prime firms, or joint ventures between U.S. prime firms and Egyptian firms interested in submitting an offer on the below described project. In joint venture (JV) arrangements, a U.S. firm must be the controlling partner, with at least 51% vested financial interest in the JV. To be considered a U.S. firm, the firm must: Be incorporated and have its corporate headquarters in the U.S.; have paid corporate franchise and employment taxes in the U.S. for a minimum of two (2) years, and shall have filed state and federal income tax declarations for a minimum of two corporate years; have paid any applicable taxes determined to be due as a result of such filings; and employ U.S. citizens in key management positions. PROJECT DESCRIPTION: The U.S. Army Corps of Engineers, on behalf of the Government of Egypt, shall award a firm-fixed price service (logistics) contract to provide support in equipping the International Medical Center (IMC), Cairo, Egypt, with state-of-the-art medical equipment. The IMC is a 600 bed hospital under construction by the Government of Egypt, located 20 miles outside Cairo on the Ismaeliah Road. The estimated magnitude of the project is between $5,000,000 and $10,000,000. PROJECT SCOPE: The contractor shall mobilize the necessary personnel, equipment and suppliers to provide for the following logistical support for equipping the IMC: Coordinate and track on the U.S. side, as well as, receive, transport, warehouse in a temporary facility provided by the contractor, and install on the in-country side medical equipment purchased by the Defense Logistics Agency, Defense Support Center Philadelphia (DSCP); resolve issues in equipping the IMC and coordinate the vendor provided operation and maintenance training. The contractor shall coordinate with DSCP, as well as with the equipment vendors to receive, consolidate, and resolve equipment shipment issues. DSCP and vendors will provide the equipment in commercial export packaging/crating to the Egyptian Freight Forwarder for pickup in conformance with the Medical Equipment Plans, Equipment Databases, and reports provided by the Government to all parties in electronic formats. It is anticipated that the total performance period will consist of 18 months. CONTRACT PROCEDURES: Contract award will be based upon a Best Value analysis of all proposals including, at a minimum, the evaluation of each offeror's price reasonableness, past performance, technical competence, understanding of the scope of the project. Complete evaluation criteria and order of precedence will be conveyed within the RFP. The contract is to be awarded on a firm-fixed price basis. Tentative date for issuance of RFP DACA78-98-R-0022 is 23 April 1998. Tentative date for receipt of proposals is 4 June 1998. Tentative award date is 3 August 1998.
