Solicitation: This project includes furnishing of all labor,
supervision, materials and equipment for site improvements. The work
includes construction of boat storage building; installation of
shoreties for one coastal patrol; construction of boat shelter for
three trailers boats; installation of chain link fence and motor
operated gate; remodeling one male and one female bathroom for visitors
with limited accessibility; replacement of two condensing units and
associated piping; removal and replacement of existing interior
finishes and remove and replace cracked concrete walkway. The estimated
price range is between $250,000.00 and $500,000.00. Bid guarantee and
payment and performance bonds are required. This solicitation is being
issued pursuant to Small Business Competitiveness Demonstration
Program and is open to large and small business participation. All
responsible sources may submit a bid, which will be considered by this
agency. No telephone requests; only written requests received directly
from the requester will be accepted; however, FAX requests may be sent
to (305) 278-6704. Concerns who previously requested this project
under this presolicitation notice (09/97) need not request again. For
Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT) Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist minority,
wonen-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance to
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maxium line of credit is
