transportation, supervision and disposal necessary to install a walkway
at the cadet parking lot at the U.S. Coast Guard Academy, New London,
CT (New London County). Work includes the installation of the following
items and incidental related work: (1) three wooden walkways/stairs;
(2) several crushed stone pathways connecting to the new
walkway/stairs; (3) bollard lighting for the walkway; (4) a crushed
stone roadway; and, (5) roadway lighting. Estimated cost of this
project is between $25,000 and $100,000. SIC code is 1629. The
construction completion date shall be no later than 2 July 1998.

Transportation (DOT) Office of Small and Disadvantaged Business
Utilization (OSDBU) has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
payment and performance bonds up to $1.0 million per contract. The DOT
provides an 80% guaranty on the bond amount to a surety against
losses. Loans are available under the DOT Short-term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The max. line of credit is $500,000. For further information
