Bock, Nancy.L.Bock.1@gsfc.nasa.gov. NASA/GSFC plans to issue a Request
for Offer (RFO) for a spaceflight qualified beryllium Cassegrain
telescope including a one-meter diameter primary mirror, a secondary
mirror, a secondary support tube structure and an interface mechanism
for use in the Direct Detection Wind Lidar instrument. NASA/GSFC
intends to purchase the items from Corning OCA Corporation, Garden
Grove, California. The authority for other than full and open
competition is 10.U.S.C. 2304(c)(1) -- Only One Responsible Source.
Corning OCA is uniquely qualified for this work. No other company has
the capability to produce a 1-meter spaceflight qualified beryllium
Cassegrain telescope that meets shuttle structural load requirements
and optical performance requirements under the launch schedule and
budget constraints. The contemplated contract with Corning OCA is
expected to be firm-fixed priced. The telescope must be delivered to
the GSFC by March 2000 for delivery to the Cape in October 2000. The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. An Ombudsman has been appointed. See Internet Note
"B". Firms desiring consideration must provide a written technical
narrative statement of its capability, including detailed technical
information demonstrating their ability to meet this requirement. The
response shall be sufficiently detailed to permit agency analysis of
the data to establish its bonafide capability to meet all of the
requirements. Such qualifications/capabilities will be used solely for
the purpose of determining whether or not to conduct this procurement
on a competitive basis. Interested firms have 15 days from the
publication of this synopsis to submit in writing to the identified
point of contact, their qualifications/capabilities. The use of faxed
or e-mail information rests solely with the interested party. No
collect calls will be accepted. Responses received after the 15 days or
without the required information will be considered nonresponsive to
the synopsis and will not be considered. A determination by the
Government to not compete this proposed effort on a full and open
competitive basis based upon responses to this notice is solely within
the discretion of the Government. Firm date for receipt of offers will
be stated in the RFO. All qualified responsible sources may submit an
offer which shall be considered by the agency. Any referenced notes can
