60 -- TELECOMMUNICATIONS AND POWER CABLES POC Susan Benik, Negotiator, (703) 325-6962, Edward Archer, Contracting Officer, (703) 325-5028 The Defense Special Weapons Agency (DSWA) has a requirement for 475km of telecommunications cable and power cable to connect 50 kilometers of the SOS/Protva physical security system previously produced by the Electronics Instrumentation Works, Tenzor. DSWA plans to award a sole source contract to Uralkable. This contractor is the production firm identified by the Ministry of Defense (MOD) as the source for the requisite telecommunications and power cable for the SOS/Protva sensor system. For security reasons, MOD cannot release the detailed technical data and specifications on SOS/Protva that would permit determining if other brands of cable could be used. Therefore, Uralkabel is the only responsible source. In addition, the Uralkabel products have been used to connect sets of SOS/Protva equipment at some MOD sites. DSWA believes that Uralkable is the only responsible source having the resources and experience to accomplish this work within the required timelines. Any firm desiring consideration must fully identify their capability to perform this effort. See Note 22 (substitute 15-day proposal receipt period in lieu of 45-day period).
