guaranteed minimum of 800 pounds of 20% Silane 80% Hydrogen mixture at
2400 psi at 70 degrees Fahrenheit. In addition, subsequent orders of
this mixture up to an additional 700 pounds will be affected under
separate delivery orders. The Government also intends to rent a tube
trailer which will contain the silane/hydrogen gas mixture as defined
below for a guaranteed minimum of 6 months. In addition, subsequent
orders to rent the trailer on a monthly basis for a period not to
exceed an additional 6 months will also be affected under separate
delivery orders. These delivery orders will be issued in accordance
with the Ordering, Order Limitations, and Indefinite Quantity clauses
listed as addenda to FAR clause 52.212-4 of the contract utilizing the
appropriate unit prices set forth on the contract cover sheet
(Standard Form 1449). The entire period for issuance of delivery orders
shall be from contract award through August 31, 1999. A detailed

Other0 This notice is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; offers are being
requested and a written solicitation will not be issued. This
procurement is conducted under the authority of FAR Subpart 13.6, Test
Program for Certain Commercial Items. The provisions and clauses in
the RFO are those in effect through FAC 97-03. The SIC code and the
small business size standard for this procurement are 2813 an1 1,000
employees, respectively. The offeror shall state in their offer their
size status for this procurement. This is an unrestricted competition.
All qualified responsible business sources may submit an offer which
shall be considered by the agency. The DPAS rating for this procurement
is DO-C9. Offers for the items(s) described above may be mailed or
faxed to the Bid Distribution Office, MS 144, Building 1195B, Room 125
(Fax: 757-864-7898) by the date/time specified above and include,
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),

The offerors technical description shall include a discussion of the
processes used to mix the silane/hydrogen mixture at the quantities
required under this contract. The offerors technical description shall
also include a discussion of their ability to provide a trailer in
accordance with the specifications provided in the Statement of Work
with an anticipated delivery date of August 1, 1998. The following is
incorporated in full text as Addenda to FAR 52.212-1, Paragraph (b)(6):
Prices for the silane/hydrogen gas mixture and the trailer shall be
structured on Standard Form 1449 in accordance with NASA FAR Supplement
clause 1852.214-71, Grouping for Aggregate Award. The price per pound
of the gas mixture shall include costs related to preparation for
filling and for topping off the tube trailer and shipping costs for
each delivery. The price to rent the trailer shall include costs
related to fabrication and/or preparation of the required tube trailer,
use of the tube trailer, maintenance of the tube trailer, and disposal
of any unusable gas mixture upon contract completion. The following is
