Administration (NASA) intends to release a NASA Research Announcement
for analytical studies, requirements analysis, design, laboratory
demonstration, field demonstration, and engineering model construction
of new Earth science instruments in the Instrument Incubator Program
(IIP). The IIP is a technology infusion program for future Earth
observation measurement techniques within the Office of Earth Science.
The Instrument Incubator will aggressively pursue innovative
measurement techniques and the infusion of emerging technologies into
future remote-sensing instrumentation. The program encourages the use
of the latest remote sensing technologies and other instrument
components coming from NASA's core technology development program and
other sources and focuses on combining them into new instrument systems
which are smaller, less costly, less resource intensive, and which can
be developed into flight models more quickly for future missions. This
includes instruments to continue the key Earth Observing System (EOS)
measurements and instruments which enable new space-based and airborne
measurements to be made. The Mission to Planet Earth Science Research
Plan (September 1996) describes five specific research areas which are
targeted for investment during the next five years. These five areas
are: land-cover and land-use change research; seasonal-to-interannual
climate variability and prediction; natural hazards research and
applications; long-term climate: natural variability and change
research; and atmospheric chemistry and ozone research. The plan also
describes the ongoing core research programs which provide the
disciplinary strength necessary to address the program's many
interdisciplinary challenges. The complete text of this plan is
