INFORMATION TECHNOLOGY SUPPORT ACQUISITION. 55th CONS intends to
solicit proposals for USSTRATCOM A-76 Systems Information Technology
Support at Offutt AFB, NE. This solicitation is being issued in
accordance with OMB Circular A-76 and Federal Acquisition Regulation
7.3 (Contractor versus Government Performance). If, after cost
comparison, Government performance is determined to be more
advantageous, this solicitation will not result in a contract. The OMB
Circular A-76 study of USSTRATCOM C4 Systems information technology
support will determine the feasibility of outsourcing a variety of
commercial activity functions currently being performed by Government
personnel, both civilian and military. Congress announced the approval
to perform the OMB Circular A-76 study on 24 September 1997. The
identified functions support efforts to develop a common operating
environment for the USSTRATCOM C4I systems, sustain operations and
maintenance of the existing systems, modernize the computing
environment, meet current and future performance requirements of
functional applications and optimize resources. The functions are:
Technical and Security Administrative Support, Software Development and
Maintenance, Hardware Systems Operations and Support, Database
Management System Support, Systems Engineering Support, Help Desk
Administration, Training, and Deployed Technical Operations Support.
The period of performance will be a basic period plus four option
years. A hybrid firm fixed price and cost type contract is anticipated.
An overview of the A-76 study has been briefed to industry on 24
September 1997 and 13 February 1998. Full and open competitive source
selection procedures IAW AFFARS Appendix BB (for acquisitions under
$120M) will be utilized to determine the best value private sector
offer for cost comparison with the in-house offer. Several special
contract requirements are planned for inclusion in the solicitation.
These are: (1) Security clearances up to Top Secret/SIOP/SCI, (2) An
award fee plan, (3) Associate contractor agreements, (4) A
subcontracting plan emphasizing preference for the small business
community, (5) Notice of cost comparison (Negotiated), and (6) Right of
first refusal of employment clauses. The formal solicitation will be
issued approximately 1 June 1998 with a target contract start of June
1999. The draft Performance Work Statement (PWS) and additional

and site visit will be conducted o/a 15 Jul 98 at USSTRATCOM. All
