contemplating award of a requirements contract (one-year contract with
two one-year options) for overhaul, calibration, and functional test
as necessary to restore items to serviceable condition. Contractor
shall disassemble, clean, inspect, overhaul parts or components; and
reassemble and test any item or accessory in accordance with authorized
manufacturer's specifications and Statement of Objectives to provide an
operationally safe and serviceable item. The USAF is implementing a
Lean Logistics policy to maximize operational capability and
efficiencies. This encompasses the development of a mini-depot at
contractor's facility. Contractor will be required to store all
reparable and serviceable inventory in a government bond room; and
establish a rotatable pool of serviceable assets which will be shipped
against USAF requirements on an estimated 1 to 2 day turnaround.
Premium transportation will be authorized. Items to be overhauled:
3-Year Best Estimated Quantities (BEQs) will be 99 Each (33 per year);
Appl to C-5 Acft. NSN: 1680-00-402- 9812; NOUN: Actuator, Mechanical;
P/N: 10360-2 (MFC:98889) or 4F90005-109A (MFC:98897). Size/Dimensions:
14.25" x 16.25", approximately 110 lbs. Predominate Material of
Manufacture: Aluminum Alloy and Steel. Form, Fit and Function: The
actuator is a gearbox which drives two short pieces of continuous chain
which in turn drives an attaching rack to the forward cargo door, which
is opened and closed by the actuator. The actuator incorporates two
hydraulic brakes and a manual release mechanism and is driven by a
hydraulic motor. Special tools and test equipment to perform on the
contract are not available from the government. Drawings for special
tools are not available from the government. Telair International of
Oxnard CA (MFC: 98889) is the only known source that has the tooling.
