Prevention, SAMHSA, DHHS, plans to award a contract for the National
Center for the Advancement of Prevention (NCAP), initially funded by
CSAP in 1993 through September, 1998 (Contract No. 277-93-1013). A
cost-reimbursement contract with a three-year base period with two
one-year options and possible options for additional quantities is
contemplated. The estimated date for issuance of the RFP is April 20,
1998, with responses due forty-five days later. The proposed contract
will assist CSAP in achieving some of its national leadership mission
by developing new practical prevention knowledge, synthesizing existing
prevention program findings and information, disseminating knowledge
products in a "user friendly" manner, and facilitating the application
of useful, scientifically-defensible, practice-based prevention
knowledge. Through NCAP's knowledge synthesis and dissemination
activities, CSAP will make available to States and the field,
state-of-the-art prevention tools, principles and models which can be
used to plan prevention programs that work, guide policy and resource
allocation decisions, and satisfy public demands for cost-effective
prevention efforts. The proposed contractor must offer the skills of
nationally-recognized experts with established work histories in their
field of prevention, to conduct complex and multi-disciplinary
activities, of both short and longer term duration, across all major
areas of substance abuse prevention: Individual and peer-directed
approaches; family-based approaches; school- and workplace-directed
approaches; community-based coalitions; health care/managed care; and
environmental and policy approaches. The proposed contractor must offer
professional skills and capabilities in technological areas including
needs assessment, evaluation measurement,
cost-effectiveness/cost-benefit methodologies, knowledge transfer and
diffusion. This solicitation may be obtained in either of two ways; by
mail or by downloading a file from the World Wide Web at
http://www.samhsa.gov/contract. Files will not be made available on the
World Wide Web until on or after the estimated issuance date. Download
instructions are posted on the Web. Once downloaded, you should
determine if you have a continuing interest in the RFP. If so, you must
either write the individual identified above that you wish copies of
amendments to the RFP (if any) sent to you by mail or check the Web
regularly for amendments which will also be posted there and can be
downloaded electronically. You may choose any of the two methods for
obtaining amendments. Note, however, that if you rely on the Web for
obtaining amendments, at this time we have no way to assure, and will
therefore assume no responsibility for assuring, you have downloaded
these amendments. Requests for copies of the RFP to be mailed must be
made in writing and will be filled on a first-come, first-served basis
until the supply is exhausted. Requests shall be forwarded to the
