for information only. No solicitation will be issued in response to
this announcement. The Office of Personnel Management (OPM) seeks
information from small business concerns and/or firms qualified under
Section 8(a) of the Small Business Act to help support a decision as to
whether or not an acquisition for certain consultant services may be
issued as a Small Business Set-aside or as a set-aside under the Small
Business Administration's 8(a) Program. A separate synopsis will be
issued prior to the release of a solicitation for these services. The
Office of Personnel Management (OPM) intends to issue a solicitation
for up to five years of services (one base year and four one-year
options) for assistance in providing a wide variety of Human Resources
Management (HRM) products and services to its customers. One or more
contracts may eventually be awarded. The Standard Industrial Code (SIC)
is 8741. The size standard is $5 million per year. OPM will issue one
or more Indefinite Delivery, Indefinite Quantity type contracts using
task orders to support initiatives undertaken by OPM to service its
customer base and to fully utilize the latest proven approaches and
techniques in the HRM arena. Examples of products and services for
which tasks may be issued under the contract include, but are not
limited to: Recruiting and Staffing: These services can include the
development of vacancy announcements, performance of job analyses,
development of job application rating instruments, examining and
certification of job applicants, reduction in force and downsizing
assistance, and career transition assistance. Organization Analysis,
Assessment and Design These services include consultation for
determining the most efficient organization, surveying the attitudes
and opinions of employees and managers, performing management analyses
of operations and processes, and formulating executive strategies
pertaining to the organization and human resources management. Position
Management These services include consultation for developing position
descriptions, performing grade evaluation of positions, determining
the proper number and mix of positions and the proper grades of those
positions, performing desk audits of positions for determination of
proper mix of duties and grade, and formulating executive strategies
concerning position management for the organization. Human Resource
Management Systems These services include providing personnel process
requirements analyses, performing HRM systems benefit analyses, perform
project management for acquisition and implementation ands
implementation of HRM systems, installing HRM systems, delivering HRM
system customer training, and providing ongoing technical support and
consultation for customer use of HRM services. Management/Project Plan
These services include providing a management/project plan of proposed
actions, costs, timetables, required contractor, OPM and/or customer
personnel and potential organization impacts. Customer Calls These
services require the contractor to schedule calls and demonstrations
with OPM clients to promote OPM products and services, work closely
with client points of contact and follow up for closure of agreements
for OPM performance of reimbursable services; facilitate completion of
contracts with OPM clients, answering client questions and processing
necessary agreement paperwork; and provide status reports of
representation activities to the COR. Small Business concerns, or firms
qualified under Section 8(a) of the Small Business Act, who wish to
respond to this request for information, should forward information
addressing the following items: 1. Understanding of the Work: Potential
offerors should address their knowledge of human resource management
principles, personnel recruiting and staffing, and organizational
analysis, assessment and design. Other items to be addressed include
knowledge of position management and human resources management
systems. 2. Past performanceand relevant experience: Potential offerors
should address their general capabilities and relevant project
experience in the field of human resource management. 3. Organizational
structure and resources: Potential offerors should address the
qualifications of key personnel and the experience of the company in
performing related work of this type. The OPM will evaluate responses
to this synopsis and make a decision as to whether or not to limit
participation in this acquisition to small business concerns or to
competitively award this requirement to firms qualified under the Small
Business Administration's 8(a) program.. Responses must be received no
