The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) proposes to acquire by negotiation publications, graphic arts, and photography services in support of NUWCDIVNPT Code 54. The services to be provided include; writing, editing, production of visuals and illustrations for presentations and briefings, scientific and technical and general photography services, color lab and dark room operation, and research of professional scientific media. Approximately 90% of the required services will be performed on-site at NUWCDIVNPT. We intend to issue a five year Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with Cost Plus Fixed Fee (CPFF) provisions. The estimated level of effort is 151,200 manhours. Award will be made on a best value basis. Technical criteria for award is as follows: personnel, technical/management approach, and past performance. We anticipate making a single award.
