commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested; a written solicitation will not be issued.
Solicitation N68936-98-R-3930 is issued hereto as a request for
proposals. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-03.
This acquisition is set aside 100% for small business under SIC code
3731 and has a small business size of 1,000 employees. The contract
type will be firm fixed priced. The scope of work will be for the
delivery of a 1,000-meter Remotely Operated Vehicle (ROV) system. The
Contract Line Item Numbers (CLINs): item, quantity, and specifications
are delineated as follows. CLIN-0001: Remotely Operated Vehicle (ROV),
Unit-one each, min. depth capability -- 3,300 fsw., max. weight in air
-- 1,500 lbs., max. size -- 100 ft3., all electric (i.e. no
hydraulics), min. thrust -- 300 lb. fwd., 75 lbs. vert., 75 lbs. lat.,
min. fwd speed -- 3 knots, min. payload -- 100 lbs., tubular aluminum
frame construction, syntactic foam flotation, four 150 watt min.
halogen lights, depth sensor, auto-depth function, heading sensor, one
color video camera, wide-angle, min. 450 line resolution, with pan &
tilt capability, capacity for dual, simultaneous video, meets AODC
electric safety standards, must have interface capabilities with the
following subsystems: Nautronix acoustic tracking system (responder --
high powered beacon trickle charge and trigger signal),
Simrad/Mesotech sonar (analog and digital), Hydrolek 4 function
manipulator or equivalent, Simrad model OE1367 zoom camera or
equivalent. CLIN-0002: Umbilical cable, Unit- 4,300 Ft total length,
4,000 ft. length, strength member rated min. 40,000 lb. breaking
strength, (slip ring to be GFE), 300 ft. umbilical tether, min. 8,000
lb. breakingstrength (connected to main umbilical with submersible
connectors). CLIN-0003: Control System, Unit-one each, 208-240 VAC
supply power, 19" rack mountable, control console with 50 ft. cable,
incl. 2 monitors (ROV video and vehicle status). CLIN-0004: ROV system
operations & maintenance manual, Unit- six each, incl. electrical
schematics CLIN-0005: Training and Factory Acceptance Testing,
Unit-Three Days @ vendor's facility. END OF BASE CLINS. The optional
CLINs items and specifications are delineated as follows: CLIN- 0006:
Dive-Tank Acceptance Testing, Unit- Five Days @ NFESC, Pt. Hueneme, CA.
CLIN-0007: Dock-side and Open Ocean Acceptance Testing, Unit-Seven Days
@ Government East Coast Destination TBD. CLIN-0008: ROV vehicle
shipping container, Unit-one each, weather and shock resistant.
CLIN-0009: Control console extension cable, Unit-one each, 50 Ft.
CLIN-0010: ROV spare parts kits, provide itemized list, with individual
costs, of electrical & mechanical spare parts and kits. END OF OPTION
CLINS. Period of Performance: June 1, 1998 through 30 September, 1998.
