Welch, 202-366-4971 This is a combined synopsis/solicitation for commercial items prepared in accordance with the fomat in Federal Acquisiton Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is DTTS59-97-R-00002 and it is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-04. The solicitation has two line items which will be evaluated and awarded independently (offerors may submit proposals for either one or both). Item 0001 is for one (1) 19"x26" Printing Press, Perfector with Low Pile Delivery. Item 0002 is for one (1) 45" Paper Cutter. Interested offerors shall contact the above named point of contact to obtain the specifications for these items. Delivery shall be thirty (30) days from contract award to the Department of Transportation (DOT) Printing Plant in Landover, Maryland, FOB Destination. The provision at FAR 52.212-1, Instruction to Offerors, applies to this acquisiton. The provision at FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisiton; the evaluation factor to be used are technical capability of the item offered and price, with the two factors being of equal importance. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with the offer. The clause at FAR 52.212-4, Contract Terms and Conditions, applies to this acquisiton without addenda. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisiton with the following clauses applicable: 52.203-6, 52.203-10, 52.219-8, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-9, and 52.225-18. Offers are due by 4:30 p.m., Washington, DC time, on April 20, 1998 to Department of Transporation, TASC Acquisiton Services, 400 7th Street, S.W. Room 5106, Washington, DC 20590, to the attention of Mark T. Welch. Late proposals shall not be accepted in accordance with 52.212-1. When proposals are hand-carried or sent by courier service, the offeror assumes the full responsibility for ensuring that the offer is received at the location by the required time. All offers must be closed and sealed as if for mailing and fully identified on the sealed envelope. Offerors are hereby notified that the building located at the address stated above is a secure building and only uniformed couriers such as Federal Express, etc., will be allowed access into the building. All other couriers will be required to leave packages with the receiving dock for delivery by the departmental mail service. Departmental employees of TASC, Acquisition Services will not be responsible for picking up packages delivered to the lobbies or loading dock of the building. Facsimile proposals are not acceptable. Offers shall include the proposed price for the solicited items and all relevant commercial product literature (e.g., description of the product offered, specifications, warranty information, etc.). Offeror prices for Item 0001 shall assume the trade in of one (1) Harris 19"x25" Single Color Printing Press. Offeror prices for Item 0002 shall assume the trade in of one (1) Polar 36" Cutter. Offeror prices for both items shall assume FOB Destination delivery and complete installation at the DOT Printing Plan.
