This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 1PI-Q-0055-98 is issued under the Simplified Acquisition Procedures (SAP), the solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 97-02. The purchase is for Lumber. Item 0001 -- LBR0121, Pine Yellow, 1"X4"X10', 2COM, Grade: 2-Common, softwood to be in compliance with the American National Grading Rule for Softwood Dimension Lumber, PS 20-94, for #2 Common. Qty: 207,000 U/I: board feet. The delivery order minimum is 1300 board feet and the maximum is 5200 board feet. Item 0002 -- LBR0122, Pine Yellow, 2"X4"X10', 2COM, Grade: 2-Common, softwood to be in compliance with the American National Grading Rule for Softwood Dimension Lumber, PS-20-94, for #2 Common. Qty: 225,000 U/I: board feet. The delivery order minimum is 2600 board feet and the maximum is 10,400 board feet. Final Acceptance is subject to UNCIOR Quality Assurance Inspection. Variation in quantity is +/- 3% increase and decrease. Delivery, inspection and acceptance will occur at the FOB Destination point: Federal Correctional Institution Morgantown, WV. Delivery is no later than 5 days after the receipt of each delivery order. FAR provision at 52.212- 1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items, offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Item applies to this acquisition; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. Bidders shall submit a signed and dated bid to UNICOR, Federal Prison Industries (FPI), Attn: Bid Custodian, at the address listed below or via facsimile (202) 305-7363. Bids may be submitted on Standard Form (SF) 1449 or letterhead stationary and shall indicate the solicitation number, bid opening date and time, name, address, and telephone number of the bidder. This will be a firm-fixed price requirement contract with an economic price adjustment provision to escalate once per year in accordance with Bureau of Labor Statistics Commodity Code 0811 for Softwood Lumber. The period of performance is 3 years. Award will be made without discussions to responsive/responsible bidder whose bid, conforming to this solicitation will be most advantageous to the Government, considering price and price related factors. Bidder must hold prices firm for not less than 30 days from the bid opening date. Bidders are advised to include a completed copy of Provision 52.212-3, Bidder Representations and Certifications -- Commercial Items, with your bid. Any bid that fails to furnish the required representations and certifications, or which rejects or changes any terms and conditions, may be rejected and excluded from consideration. A written notice of award shall result in a binding contract without further action by either party.
