This notification is for a proposed acquisition of systems engineering and integration, depot maintenance, post deployment software support, situation awareness data link(SADL) and associated technical services supporting the Enhanced Position Location Reporting System(EPLRS). Non-competitive negotiation of a Indefinite Delivery/Indefinite Quantity(IDIQ) requirements type contract for calendar year 1998 through 2001 is proposed with Raytheon Systems Company, formerly Hughes Aircraft Company, El Segundo, CA pursuant to FAR 6.302-1(b). The Government does not possess the technical data to define the form, fit, function or performance parameters of EPLRS to provide for a competitive acquisition of these required services. Raytheon Systems Company is the developer of the various Automated Data Distribution System Interface(ADDSI) and SADL configurations of EPLRS and is the only source capable of satisfying the Government's requirements. The Government will consider any offer submitted in response to the solicitation.
