U.S. Marine Corps has a requirement for the purchase of GPS Targeting
Acquisition Systems with GPS receivers and laser range finders. This is
a combined synopsis/solicitation for commercial items prepared IAW the
format in the FAR Subpart 12.6 as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. All proposals must reference the
Request for Proposal (RFP) number M67854-98-R-3030. This solicitation
document and incorporated provisions and clauses are those in effect
through FAC 97-04. Contract Line Item Number (CLIN) 0001 is for ten
(10) handheld global positioning system receivers. CLIN 0002 is for ten
(10) laser range finders. CLIN 0003 is for user training. Description
of CLINS follows: CLIN 0001 -- The receiver shall be handheld, weighing
less than 2.5 pounds; C/A and P frequency, position accuracy SDGPS less
than 2 meters and WAGE less than 4 meters; azimuth accuracy of
plus/minus 0.1 degree (100m baseline); battery life of 12 or more
hours; and 75 pre-defined, 6 user-defined Datums. The receiver must
have a RS-232 interface and interface with the following: KYK-13,
AN/CZY-10, the laser range finder, SINCGARS, and have adapters for
external power and antenna. Radio interfaces shall include the
following components: KY-57, KY-99 and PRC-117B. CLIN 0002 -- Laser
range finder optics shall have magnification of 7 power or better; a
clear objective diameter of 42 mm; the field of view at 1000 meters
shall be 120m/131 yards; and have a fixed focus. The laser range finder
distances shall have the following characteristics; type infrared diode
laser shall be eye safe per EN 60825 (1991), measurement region shall
be 5 m to 4 km, accuracy plus or minus 2 meters, beam divergence of
plus or minus 1.5 mrad, Multiple Object Measurement (MOM) shall let up
to 3 signals be detected and the 3 readings to be displayed; the
azimuth measurement range shall be 360 degrees, azimuth accuracy of 0.6
degrees (3 sigma), (inclination/bank plus or minus 5 degrees),
inclination accuracy shall be 0.2 degrees (3 sigma), declination shall
be plus or minus 99 degrees/990 mil (presettable); the system shall be
ruggedized to withstand field use and weigh less than 4 pounds. The
laser range finder shall have night vision interface. The overall
systems (CLINS 0001 and 0002) must correct for measurement errors,
magnetic variance of the compass and must compute self-location and
target location. The system must provide a format to input/output
targeting data and provide a means for the digital transfer of data.
CLIN 0003 -- User training for the targeting system will take place in
Camp Lejeune, North Carolina, within 2 weeks of delivery of CLINS 0001
and 0002. Approximately twenty-five (25) Marines will be trained on the
system. These Marines will have operational knowledge of calls for fire
and target acquisition. Trainees will also have systems knowledge
limited to current USMC basic GPS usage. Training will include
intermediate system training for all devices to include classroom
instruction and practical application. Upon completion of training, the
Marines should be familiar with the system operation (including
operating the system during the day and at night without visual aids),
user maintenance procedures, and troubleshooting procedures. The
entire training period shall be no more than five (5) working days.
CLINS 0001 and 0002 shall be delivered and accepted FOB destination, to
MCWL, MCCDC, 2042 Broadway, Suite 201 (Attn: Maj Frank Luster),
Quantico, VA 22134-5069 not later then thirty (30) days after contract
award. Offerors are advised that the following FAR provisions and
clauses apply to this procurement: 52.212-1, Instructions to
Offerors-Commercial Items; 52.212- 2, Evaluation-Commercial Items, with
the following evaluation factors inserted in paragraph "a" of the
provision: (1) Proposals will be evaluated for technical acceptability
of the items offered, (2) price, and (3) past performance. Technical
proposals will be evaluated to determine if they are acceptable or
unacceptable. This evaluation of the technical proposal applies to all
CLINS. To be determined technically acceptable, offerors' items must
meet the Government's minimum needs as specified above. Technical
Acceptability is more important than price, which is more important
than past performance. The combination of Technical Acceptability and
price is more important than past performance. The Government will
award a contract resulting from this solicitation to the responsible
offeror whose offer conforming to the solicitation will be most
advantageous to the Government, price and other factors considered. The
Government intends to make a single award to the offeror whose proposal
is considered to be most advantageous to the Government. In order for
the Marine Corps to determine before award whether the products offered
meet the specifications and to establish exactly what the offeror
proposes to furnish, it is imperative that descriptive literature be
provided. Each offeror is required to submit, with their offer,
descriptive literature. Descriptive Literature shall be in the form of
drawings, manufacturer's specifications, commercially printed
brochures, catalogs, advertising which provides detailed descriptions
of the salient characteristics of the items offered and any options or
accessories available, or any other literature that can substantiate
the offered items conforms to the specifications mentioned above.
Offerors are required to provide the location, point of contact,
telephone number and location where the system you are offering is in
use or has been in use. If this is a new system, you may provide
information for similar systems. FAR 52.212-3, Offeror Representations
and Certifications- Commercial Items and Defense Federal Acquisition
Regulation Supplement (DFARS) 252.212-7000, Offeror Representations and
Certifications-Commercial Items are applicable to this requirement and
offerors shall include a completed copy of the Representations and
Certifications with their proposal. The following clauses are
incorporated into this solicitation: 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial items with the following clauses cited in
subparagraph (b) of this clause being applicable to this acquisition:
52.203-6 Alt I, 52.222-26, 52.222-35, 52.222-36, 52.222-37.
Additionally, DFARS 252.225-7000, Buy American Act -- Balance of
Payments Program Certificate; FAR 52.212-4, Contract Terms and
Conditions-Commercial Items; FAR 52.204-6, Contractor Identification
Number -- Data Universal Numbering System (DUNS) Number, and DFARS
252.212-7001, Contract Terms and Conditions Required to Implement
Statutes Applicable to Defense Acquisitions of Commercial Items, with
clause 252.225-7001 applicable. Proposals shall be received at the
Contracts Directorate (Code CTQ3LK), Marine Corps Systems Command,
3041A McCawly Avenue, Quantico, Virginia not later than 2:00 PM Eastern
Daylight Savings Time, 22 April 98. Offerers may also fax their
proposal, to include completed provisions, to 703-784-5826. Offerors
are required to submit proposals that include (1) original letter
signed by an individual authorized to bind the organization, with a
schedule of offered supplies with unit and total prices for the
particular CLIN and grand total for all CLINS, (2) technical
literature, including available options/accessories, (3) published
price list, (4) a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications- Commercial Items, and (5) the
information required in 52.204-6 -- Contractor Identification Number --
Data Universal Numbering System (DUNS) Number. Points of contact for
