for Toxicological Research intends to conduct negotiations with and
award a contract to Micromass, Inc., Beverly, MA on a basis of other
than full and open competition for the purchase of a compact benchtop
triple quadrupole mass spectrometer (MS/MS) designed to accept liquid
chromatography (LC) interfaces for the study of a wide range of small
molecules (e.g., drugs and metabolites with molecular weight <1,000
amu) as well as biopolymers (proteins and nucleic acids with molecular
weights greater than 100,000 amu). The interfaces must provide for
analysis of samples containing involatile buffers and salts and system
operation must be compatible with the presence of involatile buffers
in LC mobile phases. The system must come equipped with a novel double
orthogonal API source, Z-Spray which must not use a high heat/low
volume environment and must accommodate flow rates from 1-1000 ul/min.
Mass range must be 4,000 amu for both analyzers. The system must have
a Microsoft Windows NT operating/data processing system that is fully
multi-tasking and be capable of sophisticated data manipulations and
quantification procedures performed on a single PC in order to be
compatible with existing auxiliary hardware/software. System must have
a photomultiplier detector with high energy conversion dynode to
ensure high sensitivity and long lifetime (10 years minimum). Micromass
