COMMERCE BUSINESS DAILY ISSUE OF APRIL 7,1998 PSA#2068

The purpose of the sixth amendment is to respond to technical and contracting questions submitted to the FBI from various vendors. Please note that the specifications listed in the synopsis/solicitation are only minimum requirements and the FBI is in need of a commercial item turn-key system. No further questions will be accepted. The due has been extended to April 10, 1998 at 12 noon EST. Consigned Parts -- Clarification: The requirement for consigned parts stands as written. The awardee will be responsible to reach a settlement with the current maintenance provider for the purposes of providing a consigned number of parts in order to perform warranty service. The actual number of consigned parts will be determined through the settlement process, and will be based on MTBF for the system components and recent past performance of similar systems. The FBI will review and have final approval authority for the total figure reached for consigned parts. If the proposed system(s) is of a configuration for which the current maintenance provider is already a certified warranty maintenance provider, the awardee will still be responsible to arrange for consigned parts. 2. Warranty Period -- Clarification: The term for the parts only warranty is one (1) year. However, the life cycle for the proposed system(s) is four (4) years, and the awardee must ensure the FBI and the current maintenance provider that commercial item parts for the proposed system(s) will be available for the full four (4) year life cycle. The FBI is aware that the industry will not support a four year life cycle on many commercial item component parts, and will accept industry technical equivalents or upgrades (commercial item) as original parts are phased out of production, following requisite testing and evaluation and through our current maintenance provider. 3. Unused Consigned Warranty Parts -- Clarification: All consigned parts become property of the current maintenance provider for exclusive use on the current FBI maintenance contract.. No parts will be returned to the original awardee following the one (1) warranty period, nor will the FBI pay any party for the unused consigned parts following the one (1) year warranty period. Vendors which have previously responded to this requirement are hereby requested to re-submit their bid based on all six amendments. All vendors are reminded that thier bid must include responses to all parts of the solicitation. (0092)
