Systems Center-San Diego (SSC-SD) has a requirement for a scalable High
Performance Computing (HPC) system using Intel Architecture (IA-64)
processors and capable of running (during different periods of
operation) both UNIX and WinNT operating system software and
applications. The initial(final) peak aggregate capabilities of the
scalable system are, at a minimum: a processing rate of 40(128)
gigaflops; 26(64) gigabytes of memory; data exchange between and among
processors with a bisectional bandwidth of 6 gigabytes/sec; shared
storage subsystems for 400 gigabytes of data and archival storage for
2 terabytes of data online and 3 terabytes removable; data exchange
capacity of 300(400) megabytes/sec to the shared storage subsystems;
and ATM network interfaces of 1400 megabits/sec. This scalable system
will be capable of being split into as many as four computers, which
can run independently of each other, and which can also run both the
UNIX and WinNT operating systems. Specifically, the requirement entails
(1) providing two 64-bit (but not necessarily IA-64) scalable
UNIX-based computers, configured in such a way that these computers can
be upgraded to become part of the IA-64 scalable system satisfying the
overall requirement of one scalable system, (2) providing two high
performance storage subsystems, one to store classified (DoD secret)
data, and one to store sensitive unclassified data. These storage
subsystems will be shared initially by the above mentioned 64-bit UNIX-
and WinNT-based computers, and subsequently shared by the IA-64
scalable system and its subsystems, (3) providing one WinNT-based
computer which can be upgraded to become part of the IA-64 scalable
system satisfying the overall objective, (4) providing upgrades to the
above 64-bit scalable UNIX-based computers which are capable of being
configured as part of the IA-64 scalable UNIX-based computer, in
addition to being used separately, (5) providing an upgrade to the
above WinNT-based computer and an additional WinNT-based computer, each
configured in such a way that they are both IA-64 WinNT-based
computers, which are capable of being combined with the above IA-64
scalable UNIX-based computers to form one system, and (6) providing
UNIX and WinNT operating system software for the above computers, along
with specified Commercial-Off-The-Shelf (COTS) software. As the above
64-bit UNIX-based and WinNT-based computers are upgraded, the vendor
shall provide updates of the above software for use on the upgraded
IA-64 computers. The vendor will deliver, install and warranty computer
equipment and software, and required upgrades/updates to this equipment
and software. The vendor will also provide software support, and, at
the option of the Government, equipment and software maintenance. The
system upgrades/updates and expansions will be set forth in the
contract as optional line items. This system is being acquired as a
commercial item using simplified acquisition procedures under the
authority of FAR Subpart 13.5 "Test Program for Certain Commercial
Items". This is an unrestricted procurement. Parties interested in
receiving the Request for Quotations (RFQ) shall send a request via
electronic mail to norrisjc@spawar.navy.mil. The RFQ will be sent
electronically as an attachment to an electronic mail message from
SSC-SD. The tentative date for issuance of the RFQ is May 1, 1998 with
quotes and technical information due tentatively on June 1, 1998.
