requires contractor support for short-term work products that will
support the Office of National Drug Control Policy in conducting policy
research of demand and supply issues that underlie the National Drug
Control Strategy, measuring the impact and effectiveness of these
elements, supporting the Strategy?s Performance Measures of the
Effectiveness of the System. The scope of work will involve a range of
activities and products from both the supply and demand reduction
areas, and to support general economic market and demographic analyses.
Typical deliverables or work products may include white papers,
technical and research reports, literature reviews and papers
summarizing the state of knowledge or describing current practice,
brief reports summarizing relevant findings and information or
identifying current gaps in knowledge and data, and formal briefings
for high level policy officials. Offerors must have a familiarity with
large drug-related data bases. Further it is expected that offerors
will have a proven high level familiarity with a number of analytic,
econometric, descriptive, and statistical approaches. Three or more
indefinite quantity contracts will be awarded. The procurement is
partially set-aside for small businesses. The applicable SIC code is
7375. The term of the contracts will be for a one-year period, with
four one-year option periods. Request for Proposals No. EOPOA-98-12
