(Reclamation),Upper Colorado Region, will review Standard Forms (SF)
254 and 255's, for qualified firms with expertise in preparing
comprehensive Resource Management Plans (RMP's) on Reclamation lands
and reservoirs. These services are anticipated to be used primarily in
the Northern and Central Utah and southern Wyoming geographic
location; however, RMP's may also be required elsewhere within the
boundaries of the Upper Colorado Region.. This is not anticipated to be
a multiple award contract. This shall be an Indefinite Quantity
Contract with requirements issued through Delivery Orders. The Contract
shall be for five years, with one performance year (Schedule I) and
four options years, (Schedule II, Schedule III, Schedule IV and
Schedule V). It shall not exceed a total of five years. The
contractor(s) shall be prepared to provide technical and professional
services for the following tasks: 1) provide a plan that guides future
resource management decisions; 2) define the contractual and
legislative responsibilities, authorities, and rights, of agencies
involved in the management of the lands and resources; 3) determine and
designate land use management zones; 4) establish monitoring and
evaluation requirements; 5) identify and evaluate land use suitability
and capability; 6) inventory and analyze the resources of the area;
evaluate alternative management strategies and determine recommended
land use policies, direction, goals, objectives, responsibilities and
guidelines; and 8) identify and address problems, issues and
opportunities associated with Reclamation lands and resources. Standard
Forms 254 and 255 will be accepted at the above address and will be
accepted until the evaluation process begins. Firms submitting forms
SF-254 and SF-255 will be evaluated in accordance with Federal
Acquisition Regulation 36.602-1 for Architect-Engineer services; (1)
Professional qualifications necessary for satisfactory performance of
required services; (2) Specialized experience and technical competence
in the type of work required; (3) Capacity to accomplish the work in
the required time; (4) Past performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedules; (5) Location in the
general geographical area of the primary known projects ; (6)
Capability to obtain reliable, responsible, registered subcontractors
to perform work in accordance with the specifications contained in the
solicitation, and (7) Capability to use Computer Aided Design (CAD),
Geographic Information System (GIS), and Global Positioning System
(GPS) methods in data gathering and presentations. This procurement is
a Total Small Business Set-Aside. When calling, be prepared to state
name, address, and solicitation number. All responsible sources (small
businesses)may submit an offer which will be considered. All sources
responding to this synopsis shall submit information relating to
business status, including identification as to whether small, large,
minority-owned, and/or woman-owned. For this acquisition the small
business size standard is $2.5 million and the Standard Industrial
