The Portland VA Medical Center has the following A/E project "Energy Conservation Phase IV" . Scope of work includes detailed cost estimates, design development, contract documents and construction period services for teh installation of certain energy conservation measures. Measures include the installation of energy and water conservation measures as identified by several independent energy audits. Design includes investigative services to verify audit findings and to determine most cost effective measures and anticipated paybacks. SIC 8711 applies to this procurement. This procurement is set-aside for small emerging business. A small emerging business is defined as a firm whose average annual receipts are less than 1.25 million over the past three years. This project is also reserved for firms located within the local Portland, Oregon & Vancouver, Washington metropolitan areas.
