Reno Project shall result in filling actual requirements for the
specified services under a firm fixed base price contract. Contract
award is anticipated for May 1998. Engineering services will include
geotechnical site investigation including subsurface investigation,
engineering surveys including site surveys, horizontal and vertical
control, area location and delineation, establishing reference points,
office computations, road design, bridge design, hydraulic flow
calculations, specification preparation using Forest Service standard
specifications, cost estimating and drafting services. Design services
will be performed on National Forest land on the Shasta-Trinity NF for
the Dark Canyon Creek crossing reconstruction on Forest Road 29N30 at
approximate milepost 19.9. Work under this contract to be completed,
including final review, by July 1, 1998. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.3, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. RFQ No. 14-98-38 -- this number must
be referenced on all communications and proposals. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-04. Clause 52.212-1
Instructions to Offerors-Commercial Items (APR 1998) sp applies to this
acquisition. Clause 52.212-3, Offeror Representations and
Certifications-Commercial Items (JAN 1997) as well as Clause 52.212-4,
Contract Terms and Conditions-Commercial Items (APR 1998), Clause
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercials Items (APR 1998) which includes
52.222-41, Service Contract Act of 1965, As Amended (41 U.S.C. 351, et
seq) and 52.222-42, Statement of Equivalent Rates for Federal Hites
(29 U.S.CC. 206 and 41 U.S.C. 351, et seq)are also included as a part
of this solicitation. Clauses applicable to A/E projects will apply to
any resulting contract. Firms having a current (1998) SF-254 on file
with the Shasta-Trinity NF need not file again but must submit a
completed SF-255 by 4:00 PM, local time, April 15, 1998 to the U.S.
Forest Service, Northern Province Acquisition, Redding Office, 2400
Washington Ave., Redding, CA 96001, ATTN: Nancy Ruffner. All other
firms should also complete the SF-254. In evaluating firms, Clause
52.212-2, Evaluation-Commercial Items (OCT 1997) is applicable and the
following criteria will be applied listed in descending order of
importance: (1) Specialized experience and technical competence in the
type of work required. For bridge design this includes a thorough
knowledge of foundation and structural engineering; (2) Capacity to
accomplish the work in the required time; (3) Past performance on
contracts with governmental agencies and private industry in terms of
cost control, quality of work and compliance with contract schedules;
(4) Location in the general geographical area of the project and
knowledge of the locality of the project; (5) Availability of
additional contractor personnel or consultants to support expansion or
acceleration of the project; (6) Professional qualifications necessary
for satisfactory performance of required services; (7) The volume of
work awarded by the Forest Service within the last 3 years will be
evaluated with the objective of effecting an equitable distribution of
the contracts among qualified A/E firms, including minority, 8(a) or
small disadvantaged firms that have no prior FS contracts; and (8)
Points may be given to potential contractors subcontracting with
certified 8(a) or other SDBs. For maximum consideration address the
