dhharrod@opm.gov. D -- The Office of Personnel Management (OPM) intends
to negotiate a contract on a sole source basis with SAS Institute,
Inc., SAS Campus Drive, Cary, NC, to provide software licensing and
maintenance for the period of October 1, 1998, thru September 30, 1999,
with the option to extend the contract for an additional four (4) one
year periods under the authority of FAR 6302-1. The following products
provided under the contract are 1) OS SAS; 2) SAS/AF; 3) SAF/FSP; 4)
SAS/SHARE; 5) SAS/STAT; 6) SAS/CONNECT. SAS Institute is the only known
source capable of providing this software licensing and associated
maintenance. SAS Institute offers a software reporting tool that
produces statistical and file reports from raw data. Some of the
reports consist of personnel, Central Personnel Data File (CPDF),
Financial Data, etc. All interested parties who believe they can meet
this requirement at a cost lower than SAS Insititute should submit in
writing substantive statement specifying their ability to meet
theserequirements. Response must indicate whether offering is available
under a GSA Schedule and must include the GSA contract number, if
available, prices and sufficient information to establish a bonafide
capability to fulfill the requirement. If applicable, include a copy of
the GSA schedule. The Government does not intend to pay for information
provided. All responses must be in writing. No contract award will be
made on the basis of any responses to this notice because this synopsis
of intent to negotiate on a sole source basis shall not be considered
a solicitation document. No solicitation document exists, therefore, a
request for a solicitation document shall not be considered an
affirmative response and will be disregarded. All responsible sources
may respond to this synopsis and will be fully considered. Information
received as a result of this notice will be considered solely for the
purpose of determining whether to conduct a competitive procurement.
If no affirmative written responses are received within fifteen (15)
calendar days after the publication of this synopsis to the effect that
a comparable source is available, or is more advantageous to the
