Sought Notice. The U.S. Army Aviation and Missile Command (AMCOM)
anticipates a requirement for engineering testing/inspection of
designated aircraft parts, to include engine, drivetrain, airframe, and
avionics and electrical components of all Army aircraft systems (rotary
and fixed-wing) and similar aircraft equipment for other Government
agencies and services. This requirement would include performance of
the following tasks: a. Develop and deliver component/assembly test
plans; b. Perform pre-test functions, including inspections,
calibrations and evaluations; c. Conduct required testing, including
test stand preparations, test setup, test monitoring, data collection,
and test article assembly/disassembly d. Design and build test
fixtures e. Prepare and deliver test fixture and instrumentation
drawings f. Conduct necessary inspections, tests, or analyses to
determine cause of premature and/or abnormal test failures g. Conduct
metallurgical evaluations h. Prepare and deliver test reports i.
Perform post-test functions, including evaluations and inspections,
documentation j. Conduct conformance inspections to support Supplier
Interface and Oversight Program (SIOP), (i.e. vendor surveillance). The
Contractor is required to provide all resources (i.e. facilities,
equipment, support/manpower, etc.) necessary to perform tests,
inspections, and analyses of components on rotary/fixed wing aircraft
systems. The Government shall provide only that Government Furnished
Property (GFP) specified in each task order (i.e. test specimens and
support parts). Approximately 20 fatigue tests and approximately 250
parts for SIOP would be conducted per year. Specific testing
requirements will vary depending on the part to be tested and/or
inspected. To meet this requirement, AMCOM is contemplating use of one
competitively awarded contract, either to a single contractor, or a
group of contractors organized into a team arrangement under the
provisions of FAR Subpart 9.6. Participation/performance on this
contract will require access to information not suitable for release to
foreign entities, therefore participation is restricted to U.S. Owned
companies and U.S. citizens thereof. Anticipated release date of
Request for Proposals DAAH23-98-R-R001 is 18 May 1998. Any qualified
source capable of satisfying the above requirement that wishes to
