is NOT a presolicitation notice pursuant to FAR Part 5, but is a
Sources Sought Synopsis to identify sources that can design a Night
Vision Imaging System (NVIS) compatible lighting modification and
produce kits for twenty-seven (27) HC-130P/N aircraft. Aircraft have
had significantly different histories of operational use. There is also
a requirement to produce kits for NVIS compatible cargo compartment
lighting for six (6) C-130H3 aircraft. As a result, groups of aircraft
will require different modification kits. The modification program
requires the following (not all inclusive): NVIS compatible lighting
designs for flight deck, cargo compartment and external lighting; and
modification of at least one aircraft to demonstrate compliance with
specifications. There will be minimal Government Furnished Equipment
(GFE) provided for this modification. Some avionics systems (radios,
altimeter) may be supplied from other programs where NVIS compatibility
has already been accomplished. A security clearance level of Secret
will be required to modify portions of secure voice systems and to
survey the HC-130P/N aircraft still in operational use. Contractor's
facility shall have runway, taxiway, ramp and hangar space necessary to
perform this type work. Interested sources must complete a Contractor

anticipated that a Statement of Objectives (SOO)/Specification will
also be available on the web page in the near future. The extent of
allowable foreign participation has not been determined, therefore, the
release of information to foreign sources will be determined at time of
request. The Government reserves the right to limit such participation
subsequently. This survey is to determine the capability of potential
sources and the availability of commercial sources and items pursuant
to Federal Acquisition Regulation (FAR) Part 10. This notice is for
information and planning purposes only and does not constitute an
Invitation for Bid or Request for Proposal and is not to be construed
as a commitment by the Government. The Government will not reimburse
contractors for any cost incurred for their participation in this
survey. Large and small businesses are encouraged to participate in
this survey. Interested sources should submit responses to Vivian
