R -- BROOKDALE ADULT DAY CARE RESPITE SITES SOL HRSA 232-BPHC-15(8) DUE 052298 POC Helene Braun, Contract Specialist, (301)443-5131 The Health Resources and Services Administration proposes to negotiate a contract on a sole source basis with the Brookdale Foundation's National Group Respite Program, Technical Assistance Office, 2320 Channing Way, Berkeley, California 94704, to support the technical assistance component of a cooperative venture between the Brookdale National Group Respite Program and the Bureau of Primary Health Care (BPHC) Alzheimer's Demonstration Grant to States Program. The Brookdale Foundation's National Technical Assistance Office is uniquely qualified to carry out this contract since it has been the only organization to develop, implement, and monitor social respite contracts in the United States. In addition, Brookdale Foundation has in place the systems, including personnel, technology, policies and procedures to implement this project. Since 1988, the Foundation has been making grants to public and non-profit private organizations to undertake this exact program prototype. Based on the above, the BrookdaleNational Group Respite Program, is deemed the only responsible source capable of providing the required work and services as set forth in 41 U.S.C. 253(c)(1) -- only one responsible source.
