The U.S. Air Force intends to negotiate a sole source contract in accordance with FAR 6.302 with Lockheed Sanders Inc., P.O. Box 0868, Nashua, NH 031061-0868. The purpose of the contract is to accomplish a sustainment upgrade of the AN/USM-639 Electronic Test System to provide a PCMCIA compliant flash memory capability. Lockheed-Sander's supporting data, engineering knowledge, and expertise on the AN/USM-639 make them uniquely qualified to provide these services. This notice of intent is NOT a request for competitive proposals. No solicitation document is available. See Note 22. All potential offerors should contact the buyer/PCO identified in this notice for additional information and/or to communicate concerns, if any, concerning this acquisition. If your concerns are not satisfied by the contracting officer, an Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of an acquisition. The Ombudsman does not diminish the authority of theprogram director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentially as to the source of the concern.
