COMMERCE BUSINESS DAILY ISSUE OF APRIL 7,1998 PSA#2068DIGITAL THREAT MODEL DEVELOPMENT Solicitation F33600-97-R-0057. Notice
of Contract Action for a full and open competitive acquisition. The
Air Force is seeking a contractor who will provide the National Air
Intelligence Center (NAIC) with a robust digial threat model
development and maintenance capabillity to support the users of
intelligence. Areas supported by NAIC include: research and
development, test and evaluation, operations training and national
policy making. Specifically, this effort will provide NAIC the ability
to produce and maintain Verified and Validated Joint Modeling and
Simulation System (J-MASS) compliant digital threat models of systems
within the NAIC areas of responsibility. The contract type for this
acquisition will be a five year single-award time and material contract
with a ceiling of $95,000,000. The RFP will not be released sooner than
15 days after this announcement. The RFP will be issued electronically
via the world wide web, on the Aeronautical System Center (ASC)
Preaward Information Exchange System (PIXS) at
"HTTP://WWW.PIXS.WPAFB.AF.MIL/pixs/pixslibr/DTMDM/DTMDM.asp". Once the
solicitation has been posted, it is incumbent upon the interested
parties to review this site frequently for updates to any and all
documents. NO HARD COPIES OF THE SOLICITATION WILL BE ISSUED FOR ANY
REASON. Mr. Michael S. Coalson has been appointed as Ombudsman to hear
concerns from offerors or potential offerors during the proposal
development. The purpose of the Ombudsman is to communicate contractor
concerns, issues, disagreements, and recommendations to the
appropriate government personnel. Existence of an Ombudsman does not
diminish the authority of the program director or the contracting
officer. Accordingly, the Ombudsman does not participate in the
preparation of solicitations, the evaluation of proposals or the source
selection process and, therefore, for routine matters on individual
