Harding, Contracting Officer, 315/764-3244 Furnish all plant, labor, equipment and materials and perform all work for removing existing ballast, insulation and built-up roof membranes and for installing new insulation and single-ply EPDM membranes on three (3) roofs having surface areas totalling approximately 6,722 square feet (624 square meters) at buildings at Eisenhower Lock and the Marine Base/Maintenance Facility near Massena, New York. The work also includes repair/replacement of damaged/deteriorated roof decking, drains, vents, flashing and brick parapets, as required. The work is to commence on or about June 15, 1998 and is to be completed July 31, 1998. Cost range is between $25,000.00 and $100,000.00. There is a $50.00 charge for specifications and drawings. The solicitation package may be requested by mail and must be received no later than 15 days after Commerce Business Daily publication. No telephone requests. This will be a Firm-Fixed Price Contract. This solicitation shall be issued in accordance with the "Small Business Competitiveness Demonstration Program". All responsible sources may submit an offer, which shall be considered by the Saint Lawrence Seaway Development Corporation. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides and 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
