Aircraft Division (NAWCAD) Patuxent River, MD is seeking information
from potential sources regarding industry technologies applicable to
improving escape from rotary and fixed wing aircraft during mishaps
over water. This request is for INFORMATION PURPOSES ONLY. Currently,
there are no water activated restraint release systems being utilized
in non-ejection seat equipped naval aircraft for troop/passenger
personnel. The objective of the Passenger Harness Divestment System
(PHDS) program is to develop a state of the art automatic harness
divestment system that offers passengers in DoD aircraft an effective
and efficient means of enhancing egress from a sinking aircraft. NAWCAD
Patuxent River wishes to acquire current or emergent technology and
design that focuses on the following six major areas: (1) Automatic
water activation, (2) Small, lightweight construction, (3) Meets or
exceeds requirements of current restraint system components, (4)
Minimum five year maintenance cycle, (5) Maintained at the
organizational maintenance level, and (6) Hardened and compatible with
all other aircraft systems. NAWCAD Patuxent River is seeking
innovative solutions addressing these requirements. Commercial
solutions, technical solutions currently in production and/or prototype
stages are highly desired. Companies responding to this request should
provide detailed information on their capabilities and experience to
