Institute of Standards and Technology (NIST) requires a double-sinker
densimeter for high accuracy gas density measurements. This device
shall be an absolute instrument for the determination of density
(meaning that no calibration fluids are required). It shall be capable
of operation over the temperature range of -180 degrees C to +240
degrees C and the pressure range of 0 -- 40 MPa. The uncertainty in
density shall be +/-0.02% + 0.001 kg/m cubed over the entire
temperature and pressure range and +/-0.01% + 0.0006 kg/m cubed over
the temperature range of -20 degrees C to +70 degrees C. It shall
consist of a magnetic suspension balance capable of contactless force
measurements, two calibrated sinkers of matched surface area and
surface material, a sinker changing mechanism, and a measuring cell
capable of withstanding the stated temperatures and pressures and
integrating the magnetic suspension balance, sinkers, and sinker
changing mechanism into a compact unit. Interested sources proposing to
supply an equivalent system must submit a written qualification
statement clearly establishing capability to meet the above
requirements within 15 days from the date of this synopsis. The
qualification statements will be used to determine the need for
competitive bids. In the absence of other qualified sources, it is the
intent of the Government to negotiate a sole source contract under the
authority of 41 U.S.C. 253(c)(1) with Rubother Prazisionsmesstechnik,
Universitaetsstrasse 142, D-44799 Bochum Germany as this source is
considered to be the only responsible source and no other items will
satisfy agency requirements. This simplified acquisition will be based
upon the best value to the Government, with technical merit and past
performance being significantly more important than price. Terms and
