of Naval Intelligence anticipates awarding a sole source purchase order
for the combination of BEST/1 license, installation of BEST/1 software,
on-site support for 4 days to assist with the installation, one week
training class for 2 System Administrators, and 12 months maintenance
and support. This non-competitive action will be processed in
accordance with FAR part 13, Simplified Acquisitions Procedures. The
anticipated sole source award is to BMC Software, One First Avenue,
Waltham, MA 02254-9111. Description of the software and requirements
are as follows: (1) BEST/1 Central UNIX Console; (1) BEST/1 NT Console
Option; (8) BEST/1 NT Agents for Pentium Processors; (2) BEST/1 UNIX
Agents for SUN E3000(3); (2) BEST/1 UNIX Agents for SUN E5000(3); (1)
BEST/1 UNIX Agents for SUN E2000(1-9); (4) BEST/1 UNIX Agents for SUN
Ultra 1; (3) BEST/1 UNIX Agents for SUN 20; (1) BEST/1 UNIX Agents for
SUN Sparc 5; and (2) BEST/1 UNIX Agents for SUN Sparc 2. The minimum
product requirements for this software will provide a performance
collection mechanism that produces less than 3% system overhead and
gathers data directly from the UNIX kernel and NT registry, has the
ability to determine normal performance using statistical processing
techniques and report on deviations from normal, also has the ability
to deploy automated operational policies across heterogeneous systems
with a single mouse click, can predict the impact of change on response
times using analytical modeling of systems, applications, and
databases, can provide a hardware table consisting of over 1000
components for test-driving configuration alternatives, provide
automatic performance model creation based on the current work being
performed, provide an automatic calibration mechanism for tuning
performance models, provide consistent performance management of UNIX
and NT environments, provide a performance tool capable of generating
WEB ready graphs provide actual vs. planned graphical reporting,
provide a mechanism that can display multiple performance metrics on
the same graph from both UNIX and NT systems, and can provide
consistent historical reporting capabilities for UNIX and Windows NT
systems on a PC-based platform. After extensive market research,
extensive evaluations, and vendor demonstrations against ONI-'s
requirements, BMC Software was determined to be the only available
package that met ONI's requirements. Any interested parties who believe
they currently can provide the above shall include a narrative of the
equipment specifications, price, FOB point, point of contact
(name/telephone number), delivery date and payment terms. Award will be
based on the offer that is in total conformance with this synopsis and
which represents the lowest cost to the government. This announcement
