is a combined SYNOPSIS/ SOLICITATION for Commercial Services prepared
in accordance with the format in FAR Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. (ii) This Solicitation
NUMBER N00391-98-M-MJ01 is issued as a request for proposal (RFP).
(iii) The solicitation document and incorporated provisions and clauses
are those in effect through FEDERAL ACQUISITION CIRCULAR #90-42, and
DEFENSE FEDERAL ACQUISITION CIRCULAR #91-11. (iv) This solicitation is
a small business set -- aside. SIC is 8721. Prepare response in
accordance with the following Statement of Work ( SOW) for Telephone
Auditing for BCO Mechanicsburg. 1.0 Background: Currently, Base
Communications Office (BCO) Mech. personnel review monthly
telecommunications invoices for obvious errors and discrepancies.
However, there are complicated Pennsylvania tariffs that mandate
specific charges for telecommunications which have been negotiated by
Local Exchange Carriers (LECs). BCO-MECH staff have not received
sufficient training on Pennsylvania tariffs; therefore, do not have
expert knowledge of the PA tariff structure required to thoroughly
interrogate the telecommunications bills. There are private vendors who
specialize in the PA. telecommunications tariffs, and can provide
education and audit service which could result in savings to the
Federal Government. 1.1 Scope of Work: Contractor will review all
telecommunication invoices for accuracy and compliance with tariffs.
Analyze leased lines and verify all dial tone lines are working. If
errors are found, the contractor will notify BCO, recommend corrective
action, and negotiate with the appropriate LEC (or other service
provider) for credit based upon the statue of limitations prescribed by
the tariff. Contractor will provide remedial education to BCO personnel
regarding the PA. tariffs as they apply to the telecommunications
bills, and recommendations for improved operations. 1.2 Government
Furnished Materials: The government will furnish copies of
telecommunications invoices, copies of contracts and information
regarding the telecommunications vendors (i.e. name, address, phone,
POC etc.). 1.3 Services: The contractor will furnish tariff experts to
perform the prescribed duties outlined in the Scope of Work. 2.0

790-3266. (v) The contractor shall provide on an FOB destination basis,
pickup and delivery service to and from the address provided. (vi) FAR
52.212-1 Instructions to offerors, Commercial, is incorporated by
reference and applies to this acquisition. (vii) FAR 52.212-2
Evaluation, Commercial Items (Oct 1995) is incorporated by reference
and applies to this acquisition. (viii). ADDENDUM 52.212-2 Para (a)
Award will be based on the greatest percentage of return to the
government. (ix) Offerorsshall include a complete copy of the
provisions at FAR 52-212-3,, Offeror Representations and
Certifications, Commercial Items (Oct 1995) with its offeror. (x) FAR
52.212-4, Contract Terms and Conditions, Commercial items (Oct 1995) is
incorporated by reference and applies to this acquisition and resulting
contract. The resulting contract will be a firm, fixed price ( FFP).
(xi) FAR 52.212 -5 Contract Terms and Conditions Required to Implement
Statutes (Oct 1995) is incorporated in this contract by reference,
however, for paragraph (b) only the following provisions apply to this
