request for a copy of a solicitation. This is a notice to proceed on a
sole source basis. Sources believing themselves capable may send a
statement of capability. DOE will evaluate any statements submitted to
determine it this procurement should be changed from sole source to
competitive. If changed to competitive, an RFQ would then be issued to
those submitting capability statements.) The purpose of this notice is
to announce the intent of this office to proceed on a sole source basis
to the University of California at Santa Barbara, for the expertise of
Dr. Vladimir Aizen to perform: 1) planning the acquisition and
sampling of glacial ice at the Upper Fremont Glacier in the Wind River
Range of Wyoming and at the Inilcheck Glacier in the Tien Shan
Mountains of Kyrgizstan, and 2) interpretation and analysis of the
isotopic data relevant to climate change on a regional and global
scale. The objectives of the project are to secure data from glacial
ice-core on the distribution of specific isotopes produced by the above
ground testing of nuclear weapons starting in 1945. These isotopes are
used in studies of ground water at the INEEL site to estimate the time
to transport any mobile contaminants leached from waste disposed at the
site from approximately 1950 to 1970 to down gradient populations.
Objective is to also secure information on the distribution of specific
isotopes related to annual variations in temperature that can be used
to measure past regional climate change, and through numerical models,
predict possible future climate change. Dr. Aizen and other principals
are believed to be uniquely qualified and the only one(s) capable to
perform this work. Reasons are; 1) unique technical skills to measure
and intrepret information from glacial ice samples and past related
research documented/published in relevant professional literature, 2)
Dr. Aizen is skilled in operations in alpine glacial environments and
has led expeditions to the candidate sites, 3) Dr. Aizen is a native of
Kyrgizstan and provides personal linkage to the national
infrastructure, and 4) Dr. Aizen is an acknowledged expert in
glaciology and climatology and is well published in these subjects. As
stated prior, capable sources should submit statements explaining its
capability. DOE will then evaluate the statements to determine if the
procurement should be changed to competitive. The procurement is under
the simplified acquisition procedures of FAR Part 13 and is estimated
