648-5248 Services are for the 188th Fighter Wing, Municipal Airport,
Fort Smith, Arkansas and Razorback Range, Fort Chaffee, Arkansas.
Multi-discipline A-E services are required for maintenance, repair and
minor construction/alteration of existing administrative, commercial,
and industrial type facilities. Services may also include designs of
new facilities construction. The work shall be on an "as needed" basis
with one base year and four 1-year option. Delivery orders issued
under the terms of this contract will not normally exceed $300,000. The
total cumulative amount of all delivery orders will not exceed
$1,500,000 per base year or per option year. Services will include but
not be limited to: Type A services consisting of investigative
services consisting of performing field surveys, investigations,
inspections, and data collection as necessary to support the design
phase and developing alternative concepts for design; Type B services
(at the option of the Government) consisting of accomplishing a
completedesign based on the Government Statement of Work or Project
Book for each project with engineering calculations and design
analysis, statement of work, technical specifications, detailed
drawings and cost estimates for use in competitive bidding by
contractors; and Type C services (at the option of the Government) for
construction inspection and testing services. Prospective A-E firms
will be evaluated in accordance with the following criteria, which are
listed in order of importance. Selected A-E will best meet these
qualifications: (1) Professional qualifications necessary for
satisfactory performance of required services; (2) Specialized
experience and technical competence in the type of work required,
inlcuding where appropriate, experience in energy conservation
pollution prevention, waste reduction and use of recovered materials;
(3) Capacity to accomplish the work in the required time; (4) Past
performance on contracts with Government agencies and private industry
in terms of cost control, quality of work, and compliance with
performance schedules; (5) Location in the general geographical area of
the project and knowledge of the locality of the project; and (6)
Demonstrated success in prescribing the use of recovered materials and
achieving waste reduction and energy efficiency in facility
design.Projects anticipated to be completed under the provisions of
this contract include but are not limited to design of a new Operations
and Training facility, remodel Squadron Operations, remodel existing
support space and dining facility, roof designs for existing
structures, remodel aircraft maintenance hangar administrative space,
and relocation of existing base utilities. Architect-Engineer firms
must submit a completed Standard Form 254 and a completed Standard Form
255 no later than 15 May 1998 to be considered for selection. Forms
