This publication serves as notice of intent to procure services, on a sole source basis, from the State of Hawaii Department of Land and Natural Resources, to co-manage the Hawaiian Islands Humpback Whale National Marine Sanctuary. Services include marine enforcement, implementations of the management plan, create interpretive displays for parks, promotion of whale education in statewide curriculum, and development and implementation of water quality parameters. The Government intends to negotiate solely with the State of Hawaii because they have responsibility for all state waters in the Sanctuary and: (1) are the only entity with authority for marine enforcement within state waters; (2) have permit authority for state parks; (3) the State Dept. of Education can facilitate curriculum development, testing, and implementation in statewide trials; and (4)have jurisdiction over water quality in state waters, which make up 80% of the Sanctuary. Any interested concerns who believe they can competitively andeffectively provide these services must send their qualifying statement demonstrating capability to perform the required services and demonstrating that they have authorization from the state to perform them on behalf of the state. Responses must be sent to the above address not later than May 6, 1998. The period of performance is anticipated to be one year, with options for up to two additional years.
