integrate TCAS II (Change 7) on 33 C-141B acft and the combined TACS II
and the Fourth Generation TAWS on 63 C-141C aircraft. This effort will
include design, development, fabrication, trial install kits and
installation, kit proof kits and installation support, production kits,
and data. The basic requirement will require production kits of 11-21ea
with a Best Estimated Quantity (BEQ) of 21. Options to include C-141C
and C-141B production kits with various incremental quantities of 10-61
each. The Government will furnish the Group B material for this
acquisition as GFM. A draft solicitation will be issued approximately
08 Apr 98, and a pre-solicitation conference will be conducted on 22
Apr 98. A technical library will be established at WR-ALC for this
requirement. This acquisition will be a best value source selection
conducted in accordance with AFFARS Appendix BB and FAR 15. FAX Number

telephone requests. Only written or faxed requests received directly
from the requestor are acceptable. All responsible sources solicited
may submit a bid, proposal, or quotation which shall be considered. All
potential offerors should contact the buyer/PCO identified above for
additional information and/or to communicate concerns, if any,
concerning this acquisition. If your concerns are not satisfied by the
contacting officer, an Ombudsman has been appointed to hear serious
concerns that are not resolved through established channels. The
purpose of the Ombudsman is not to diminish the authority of the
program director or contracting officer, but communicate serious
contractor concerns, issues, disagreements, and recommendations to the
appropriate government personnel. When requested, the Ombudsman will
maintain strict confidentiality as to the source of the concern. The
Ombudsman does not participate in the evaluation of proposals in the
