R -- TELEPHONE QUESTIONNAIRE ASSISTANCE CONSULTING SERVICES SOL 8-66008-GS POC Gloria Smith, 301/457-1867 The Bureau of the Census (BOC) intends to acquire on an other than full and open competition basis the services of Oetting & Company, Inc. of New York, NY to provide professional services in support of the Telephone Questionnaire Assistance Program, under the authority of FAR 6.302-1. The expert services of Oetting are currently being provided under an existing contract. It is the BOC's belief that, because of Oetting's in-depth knowledge of the BOC's TQA project and their expertise in the areas of call center operations and telecommunications, a competitive acquisition would require a substantial duplication of cost to the Government and create unacceptable delays in fulfilling the BOC's mission for the Decennial Census. Sources capable of meeting this requirement are invited to respond to this announcement by submitting information that includes their technical capabilities, pricing and any other information which demonstrated their ability to meet this need. The information provided will only beconsidered if it shows clear and convincing evidence of the ability to fulfill the Government's requirement, and that is it advantageous for the Government to consider such sources. Detailed written capabilities must be submitted to Gloria Smith at the above referenced address within 15 days of the this notice. No telephone responses will be honored.
