Standards and Technology (NIST) has a requirement for a Contractor to
provide technical writing/editing services for Federal Laboratory
Consortium (FLC) publications, newslinks, press releases, and videos.
BACKGROUND: The FLC was organized in 1974 and formally chartered by the
Federal Technology Transfer Act of 1986 to promote and strengthen
technology transfer nationwide. The FLC is the nationwide network of
Federal laboratories that provides the forum to develop strategies and
opportunities for moving government technologies to the marketplace.
The nationwide network includes over 700 member Federal laboratories
and technical facilities -- vast resources of innovative technologies
in all scientific areas that provide outstanding opportunities for
partnerships and commercial development. The FLC creates an environment
that adds value to and supports the efforts of its members and their
potential technology transfer partners. The FLC operates a network of
representatives, develops and tests transfer methods, addresses
barriers to the process, and emphasizes national initiatives where
technology transfer has a role. The FLC is a service organization
providing a basic link between the individual laboratory and the
potential users of government-developed technologies. The backbone of
the FLC is the individual laboratory or center representative. These
individuals, in addition to representing their own laboratories,
maintain contact with other government and private agencies and
research institutions, thus forming a national network of people
dedicated to the process of technology transfer. WORK STATEMENT: The
Contractor shall work on an independent basis, performing required
tasks on an immediate need basis upon request by designated FLC
personnel. Tasks to be performed under this contract shall include the
following: (1) provide administrative/publicity support for the
Reinvention Initiative Between Industry and Technology (RIB-IT)
project; (2) provide NewsLink editing/writing support; (Note: NewsLink
is the FLC monthly newsletter.) (3) write advertorials/editorials; (4)
provide publicity support on unusual/inventive laboratory technologies,
the FLC and its services/activities; (5) write speeches for FLC
Chairman and Vice Chair; and (6) assist the FLC Marketing/Public
Communications Committee. The Government requires a Key Personnel to be
assigned to this contract. Minimum requirements for the Key Personnel
are as follows: A) Minimum Education Requirement: a bachelor's degree
in journalism, languages, or related field; B) Minimum Writing
Requirement: three articles published in technology journals and/or
magazines; and C) Minimum Editing Requirement: five articles published
in technology journals. Evaluation criteria are as follows: (1)
education (i.e., education beyond the Minimum Education Requirement
specified above), (2) technical writing/editing experience, (3) writing
style, (4) past performance, and (5) price. Items 1 through 4, when
combined, are significantly more importantthan price. Offerors shall
submit the following items on behalf of the Key Personnel for
evaluation purposes: i) resume containing information on education,
background, work experience, and specific accomplishments; ii) three
published writing samples covering technology-related topics; and iii)
a complete bibliography of published works. The period of performance
is anticipated to be for a base year and two option years. Each period
of performance is approximately one man-year of work. The proposed
contract is 100% set aside for small business concerns. The Standard
Industrial Classification (SIC) code for this procurement is 7338 and
the small business size standard is $5 million (average annual receipts
for preceding 3 fiscal years). All responsible small business firms may
submit a proposal which shall be considered by the Agency. Requests for
