Mental Health Services, Substance Abuse and Mental Health Services
Administration (CMHS/SAMHSA) intends to solicit this procurement on a
sole source basis with the National Association of Social Workers
(NASW) -- the only known responsible source in accordance with FAR
6-302-1. The purpose of this procurement is to continue to provide
comprehensive education and training to social workers nationwide who
directly care and support people affected by and living with HIV/AIDS.
It is essential that the Contractor supply highly focused educational
programs and materials, and in a mechanism to remain current with
research and other activities in the field, that will be available over
time to an increasing cadre of social workers whose professional
services in the neuropsychiatric and psychological aspects of AIDS and
HIV disease will be needed well into the next century. The objectives
will be to: (1) Update and expand current curriculum modules that
incorporate the current state-of-the art advances in the treatment of
individuals with HIV/AIDS into an updated educational program for
social workers. (2) Develop and implement a training program that will
facilitate participation by social workers in rural areas and continue
to provide training to other social workers. (3) Expand the Train the
Trainer Program by recruiting new social workers to be trainers and by
expanding the curriculum. (4) Provide technical assistance and
information exchange to social workers across the country via a
Website. (5) Develop alternative delivery modes, primarily in the form
of Tele Video conferences, to enable their educational programs to be
more widely available and accessible. The National Association of
Social Workers (NASW) is the only known organization capable of
reaching the greatest number of social workers in the country and
enlisting their support and participation for HIV/AIDS training and
education. Accordingly, it is the intent of SAMHSA to award a three (3)
year, cost reimbursement type contract to NASW. The estimated issue
date of this Request for Proposal (RFP) is April 21, 1998 with the
response due thirty days later. This synopsis of intent to award a sole
source contract is not a request for competitive proposals; however,
interested parties may obtain the RFP for this procurement in two ways:
1) electronically, by downloading a file from the SAMHSA Web Site at
http:/www.samhsa.gov or 2) by mail. The file will not be available on
the Web Site until on or after the issuance date. Amendments to the RFP
(if any) will also be posted on the Web Site. If you rely on the Web
Site for obtaining amendments, we cannot assume responsibility for
assuring that you have downloaded these amendments. You may write to
the Contracting Officer to request that copies of amendments be sent to
you as they are issued. Requests for copies of the RFP to be mailed
must be made in writing or by facsimile (301-443-0019). Requests for
