This is a RFP using the source selection method. Contractors will submit separate price and technical proposals. Technical proposals will be evaluated on the factors listed in the solicitation. The scope of work includes the construction of a container loading facility and a maintenance building. The container loading facility will be a permanent covered open dock transfer facility of approximately 868 square meters with a break room/workroom building (approximately 671 square meters) attached to the north end, and a cribbing/staging room, (approximately 339 square meters) attached to the south end. The dock structure and the attached buildings will have an elevated concrete floor slab. The maintenance building will be a permanent one story building of approximately 483 square meters. Supporting facilities for both buildings include utilities, earthen barricade, rail service, access roads, rail spurs, exterior lighting, concrete aprons, gravel container storage and operations lot, storm drainage, sediment and erosion control, turfing and lightning protection and incidental related work at the Naval Surface Warfare Center, Crane, IN. The Standard Industrial Code (SIC) for this project is 1542. The related Small Business size standard is 17 million. Completion time is 435 calendar days after award.
