N/A!!. E-MAIL: N/A!!, N/A!!. It is the intent of this solicitation to
obtain construction, alteration and repair of Government facilities by
means of an indefinite quantity Task Order Contract (TOC) at the Naval
Surface Warfare Center, Crane, IN. This contract provides for award to
multiple contractors for issuance of individual Task Orders for the
accomplishment of various construction projects, including design-build
and/or fully designed projects and MILCON projects for the Naval
Facilities Engineering Command. This is a Negotiated Best Value
Procurement (RFP). Individual Task Orders will be awarded on a best
value basis considering price, past performance and technical factors.
It is anticipated that the TOC contract award will be made to multiple
firms who will then compete for individual Task Orders. The estimated
range of Task Orders awarded under this contract is between $300,000
and $12.0 million. The basic contract period shall be for 12 months
with a maximum value not to exceed $15.0 million. The contract also
provides for an additional two (2) twelve (12) month option periods to
be exercised at the discretion of the Government. Each option period
will have a maximum value not to exceed $15.0 million per year. The
Government may exercise the option periods at an earlier date if the
maximum value is exhausted. There may be a guaranteed minimum value on
this contract in an amount to be determined at a later date. This is
an indefinite quantity contract with no fixed unit prices. Each Task
Order will be competed among awardees and Task Order awards shall
include all labor wages, management, supervision, mobilization,
material and equipment costs. The contractor shall furnish all project
management, planning, estimating, labor, transportation, materials,
equipment, tools, supervision, design if applicable, and all other
associated costs necessary to fulfill the requirements of the Task
Order. It is anticipated that two (2) Task Orders will be awarded
initially as seed projects. Project A is Construct Satellite Fire
Stations at the Naval Surface Warfare Center, Crane, IN. 100% design
plans and specifications shall be provide. The scope includes the
construction of two (2) satellite fire stations of similar design at
two (2) locations. The fire station will house an engine company and
EMT personnel and will have a two (2) bay garage and attached living
quarters. The estimated cost is between $750,000 and $1.0 million.
Project B is the Design/Build Chemical/Biological Warfare Detection
Facility. The scope includes the design and construction of a 25,000 SF
facility that includes a shipping/receiving area, spare parts and
repair lab, five isolated test slabs, test inspection areas, and
production control room. Supporting areas include office space,
conference room, rest rooms, computer room, storage areas as well as
mechanical, communication and electrical rooms. The estimated cost is
between $3.0 and $4.0 million. Technical and Price proposals will be
required for both projects. The Standard Industrial Code (SIC) for this
project is 1541. The related Small Business size standard is 17
million. Completion time is 365 calendar days after award plus two
