Z -- REPAIR SHEETPILE QUAYWALL, NAVAL STATION, SAN DIEGO, CA SOL N68711-98-R-5407 DUE 060198 POC Bradley Crawford, Contract Specialist, (619) 556-7596 DESCRIPTION OF WORK -- The purpose of this solicitation is to procure a contractor to repair the sheetpile quaywall at the Naval Station, San Diego, California. The work will include, but is not limited to, driving vinyl sheetpiles, connecting the vinyl sheetpile to the concrete sheetpile underwater, and injecting cementitious grout through ports in the vinyl sheetpile underwater. The work will be located at the Naval Station, San Diego, California. The estimated cost is between $1,000,000 and $5,000,000. This is a Firm Fixed Price contract to be awarded through formal Source Selection RFP procedures to the offeror determined to have submitted the most advantageous proposal to the Government after evaluation using the criteria listed below. The contract performance period is 180 calendar days. This project is unrestricted. Proposals will be considered from all responsible sources. The Standard Industrial Code is 1542 and the annual size standard is $17 million. The following source selection evaluation factors and subfactors (listed in relative order of importance) will be used to evaluate the contractors' proposals: (1) Price, (2) Technical (comprised of [a] expertise, [b] construction methodology, [c] corporate resources, [d] subcontracting effort), and (3) Past Performance (comprised of [a] previous projects of similar size and complexity, [b] reputation for customer satisfaction with former and current customers, and [c] record of and degree of commitment to subcontracting to small, small disadvantaged and women owned small businesses and record of and degree of commitment to safety). Contractor evaluations on file in the U. S. Army Corps of Engineers Construction Contractor Appraisal Support System (CCASS) database will also be used in the evaluation process. Contractors with previous underwater construction experience will be given additional consideration. Plans and specifications will be available 27 April 1998 with proposals due 1 June 1998. Solicitation packages must be requested in writing, stating the solicitation number N68711-98-R-5407, complete name, address and telephone number, and whether bidding as a prime contractor or subcontractor/supplier. Plan holders lists will NOT be faxed. Solicitation packages will be limited to two (2) sets per prime and one (1) set per supplier/subcontractor.
