Warfare Center, Crane Division's homepage, www.crane.navy.mil. The Navy
intends to enter into a contract for the production of a minimum of 300
pounds of infrared (IR) decoy flare composition utilizing twin screw
extruder technology and incorporating solvent recovery processes as
appropriate in accordance with the NSWC Crane Statement of Work and
associated drawings. The successful offeror shall determine the process
equipment required along with the operating procedures and safety
considerations for production of three one hundred pound batches of IR
decoy flare composition formulated in accordance with the applicable
drawings. It should be noted that these drawings are classified
Confidential and will be mailed to those interested sources under
separate cover. The contractor will be required to show the proper
documentation relative to handling and safeguarding capabilities to the
Contracting Officer prior to the drawings being mailed. The process
shall utilize a twin screw extruder. The process shall operate within
the normal safety constraints for production of IR decoy compositions.
The final composition shall be of a granulation appropriate for
loading in an extrusion dye for consolidation into decoy flare pellets.
Solvent recovery measures shall be implemented to reduce the amount of
solvent expelled into the atmosphere. The successful contractor may
vary the particle distribution as required to meet the burn rate
requirements, only the net chemical formulation content applies for
this effort. Delivery of the 300 pounds of composition shall be made
FOB destination to NSWC, Crane, IN within 120 days after contract
award. Inspection and acceptance will be at destination. The
procurement will be structured for a greatest value award, considering
past performance, soundness of approach, and price. FAR Part 12
procedures will not be used. In order to be placed on the source list
